Managing Partner Ohoon Kwon Presents on Tokenized Securities at the 2026 Fall Joint Academic Conference

Ohoon Kwon, Managing Partner of Cha & Kwon Law Offices, presented on “Tokenized Securities,” the first topic of the 2026 Fall Joint Academic Conference, held on October 30 at the Korea Exchange in Yeouido, Seoul.

The conference was jointly hosted by the Korean Association of Commercial Case Law, the Korea Securities Law Association, the Korea Financial Consumer Association, and the Korean Institute of Criminology and Justice, with sponsorship from the Korea Exchange. Under the theme “Building the Legal Infrastructure for an Advanced Capital Market,” it addressed key capital market issues, including tokenized securities, duplicate listings, the regulatory framework for digital assets, and inclusion in the MSCI Developed Markets Index.

Managing Partner Kwon’s presentation was titled “Structure and Key Issues of the Draft Subordinate Regulations on Tokenized Securities: Management Responsibility for Electronic Registration, Resolution of Excess Registrations, and Disclosure of Debt Securities.” Organized into four parts (framework, records, funding, and disclosure), it examined how responsibility for preparing and managing electronic registration records is allocated in inter-account transfers. It also pointed out that the draft Enforcement Decree does not specify how the transferee account management institution confirms registrations and corrects errors. In conclusion, he proposed how the subordinate regulations and follow-up operational rules should be supplemented for each issue.

Professor Soohyun Ahn of Hankuk University of Foreign Studies moderated the session, and Dr. Seungwook Bae of the Venture Market Research Institute and Dr. Hocheol Shin of the Financial Supervisory Service served as discussants.
