There is uncertainty in the market questioning whether the Housing Lease Protection Act also applies to foreign nationals as a result of the recent sharp rise in the number of foreign renters.

13,398 foreign tenants received a fixed date from the city of Seoul by August of last year, according to official statistics. In the same timeframe, the number is around 5.4 times higher than in 2021 and 30 times higher than in 2019.

One of the "Three Lease Acts," approved on July 31, 2020, is the rent reporting system. If a foreign lessee has moved in and reported a change of address, the Housing Lease Protection Act may apply to them.
